Sangar Housing Scheme: Development and permission for construction

Sangar Housing Scheme, a project of the Government of Balochistan with Gwadar’s Deputy Commissioner as its Project Director, is one of the most popular housing projects of Gwadar. Sometimes also referred to as Singhar or Sanghar, the project itself is older than Gwadar’s deep sea port plan, and has caught the public eye particularly because of that.
It is set to be one of the high-end, luxury housing schemes of Gwadar and is spread over an area of 2,500 acres. It is going to house all the modern amenities and luxuries of life. As it is, it is one of those housing schemes which offer the entire breadth of investment opportunities that Gwadar has to offer.
Deputy Commissioner’s notice on development
Two separate but related notices were recently issued by the Deputy Commissioner Gwadar, who is also the Project Director of Sangar Housing Scheme. One of the notices informs the public that any rumours circulating regarding the selling of Sangar Housing Scheme or about the uncertainty of its future are false.
The notice also goes on to inform the public that the development in Sangar Housing Scheme has begun and interests of all stakeholders are safe. Finally, for any further queries and clarifications, the public has been directed to contact Sangar’s Project Directorate.
Khyber Pakhtunkhwa Builders and Construction CEO Akhtar Ali Khan, when contacted regarding the development, revealed that some development took place half a year ago – the Main Boulevard of the housing scheme was developed and carpeted a long time ago – and some of the smaller roads, mostly the 60- and 40-feet wide roads, have also been constructed and carpeted in Phase I now.
He explained that new development hasn’t exactly begun yet, but the notice states that new machinery is arriving, so actual development can be expected to start soon as well.
Deputy Commissioner’s notice on permission for construction on plots
The second notice, mentioned above, informs the public that they can now apply for building approvals and NOC to begin construction on their plots. However, the permission is only for specific areas in Phases I and IV. The notice also instructs the public to contact Consultants Group, the Management Consultants of Sangar Housing Project, to proceed with their application and the processes.
What this implies is that you can now apply for NOC to begin construction on both residential (Phase I) and commercial plots (Phase IV). This is certainly a good news for the housing scheme and it can be expected that the interest and prices in Sangar will increase. Prices, it should be noted, had decreased in the project earlier, only to stabilise soon afterwards. That’s how they have been for a while now, according to Khan. The prices for residential plots currently stand as follows:

Finally, the 1,000 sq. yd. commercial plots in Phase IV fall between PKR 15 million and PKR 20 million.
Does this open an avenue investment?
Khan feels it certainly does. He explained that since the prices are relatively low and they will remain low for a while, despite these notices, because of Ramzan. It is the perfect time to invest, he felt. The real effect of these notices will be felt after Eid when the prices will go upwards. For one, the development will have begun; for another, a large number of overseas Pakistanis will be home and looking to invest. Their demand will spur prices upwards.
The real upwards trend, he felt, will come only after election, however, and decent profits can be expected in about a year. His recommendation was that the best option to invest will be 1,000 sq. yd. plots in Phase I or Phase III.
